BE IT ORDAINED By the City Council of the City of Salem, as follows:
The purpose of this ordinance is to provide for the reasonable protection and conservation of certain irreplaceable wetlands, their resources and amenities, for the benefit and welfare of the present and future inhabitants of this City.
